Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Wednesday after a traffic stop in the southern end of the county led to the discovery of marijuana and a concealed firearm on the suspect.
On May 30, 2018, at approximately 3:30 p.m., Sgt. Jason Kreider initiated a traffic stop of a vehicle in the area of Powell Lane and Warrenton Road. The vehicle’s registration did not match the description of the vehicle.
The suspect was identified as Jarette Stephan Hagler, 18, of Woodbridge. Sgt. Kreider noticed the suspect was visibly shaking and mumbling. There was also a plastic grocery bag sticking out of his pants pocket. He admitted to having a small amount of marijuana in his pocket. A search of the suspect’s person also revealed a concealed firearm in his jacket pocket.
Hagler was incarcerated at the Rappahannock Regional Jail without bond. He is charged with carrying a concealed weapon without a permit, possession of marijuana, no driver’s license, and improper display of tags.
Stafford, VA. Each summer, law enforcement officials from across Virginia carry the Flame of Hope on a 1,900 mile journey to the Special Olympics Virginia Summer Games Opening Ceremony in Richmond as part of the Law Enforcement Torch Run for Special Olympics Virginia.
This year, the Torch will be handed off to members of the Stafford County Sheriff’s Office on Friday, June 8, 2018 at approximately 6 a.m. The Stafford portion of the run will begin just south of the intersection of Route 610 and Route 1. The Torch will be carried along Route 1 South and will be handed off in Fredericksburg at the Falmouth Bridge at approximately 8:45 a.m.
Citizens are encouraged to come out and cheer on the Torch runners as they travel along Route 1. Time and mileage are estimations, so please arrive early so you don’t miss the run. Motorists should be aware there will likely be traffic delays between 6 a.m. and 9 a.m. on June 8. Please plan ahead accordingly.
Stafford, VA. The Stafford County Sheriff’s Office is joining hundreds of other law enforcement agencies across the country this summer in partnering with 7-Eleven to provide children with free Slurpee drinks as rewards for good behavior.
Throughout the month of June, deputies will be distributing coupons for free Slurpee drinks to children and teens doing good deeds. Children are “ticketed” for acts of kindness, such as helping others, and other positive behaviors, including helping to deter crime, wearing a bike helmet, and participating in school safety programs.
The Operation Chill program began in Philadelphia in 1995 as a way to facilitate positive relationships between law enforcement and youth. The convenience store chain works with local law enforcement agencies to distribute the coupons to children in their communities during the summer months.
Each coupon can be redeemed for a small Slurpee at participating 7-Eleven stores.
Stafford, VA. A husband and wife who own two Stafford County businesses have been charged by the Stafford County Sheriff’s Office with obtaining money by false pretenses, failure to return a vehicle, and conspiracy after scamming multiple customers.
The husband and wife under investigation are Ronda Hudson, owner of Ronda’s Puppy Love Grooming and Day Spa LLC, and Rodger Hudson, owner of Hudson’s Auto Service LLC.
On June 1, 2018, a Stafford detective met with an individual claiming to be a victim of a scam involving Hudson’s Auto Service. The victim told the detective that on March 3, 2018 he met with Rodger and Ronda Hudson at their auto shop on Warrenton Road. He entered into an agreement with the Hudson’s regarding over $500 worth of car repairs.
The victim later contacted Ronda Hudson after the date the service was scheduled to be completed. The victim had previously visited the shop on several occasions to ask when the repairs would be done. Ronda Hudson told the victim the repairs were taking so long because they were going out of business.
Ronda Hudson told the victim the repairs would need to be done at a separate location. The victim paid $975.86 to get the vehicle towed to the new location. Ronda Hudson promised to pay the cost of the tow truck. When he arrived, he learned the work that was supposed to be done on the vehicle had not been accomplished.
The victim then called Ronda Hudson and asked to be reimbursed. She directed him to come to her dog grooming business for a refund. The victim showed up at the shop on the scheduled date and the Hudson’s told him they didn’t have the money. They asked him to come back at a later date.
The victim returned to the business on several occasions and neither Rodger nor Ronda Hudson was there to reimburse him. He again called Ronda Hudson who promised a refund, but he never received the money. He decided to pay a separate automotive business to do all the repairs on his vehicle.
In a separate incident, a victim contacted the Sheriff’s Office on May 24, 2018 in reference to a scam involving the Hudson’s businesses. The victim told the detective that on February 23, 2018 she paid Hudson’s Auto Service approximately $1800.00 to rebuild the transmission on her vehicle.
The victim contacted the Hudson’s on March 12, 2018 to inquire about the estimated completion date for the repairs. They told her it would be ready soon. After another month, the victim still had not received her vehicle. She went to the shop and Rodger Hudson told her he needed more money for an additional part needed to complete the repairs. She did not agree to pay additional money and Rodger Hudson agreed to return the vehicle to her shortly.
Although the victim called the Hudson’s multiple times and left several voicemails, she never heard from the Hudson’s again. She eventually received a call from Rodney’s Transmission advising that her vehicle had been dropped off in the front of their business. She was told the transmission was destroyed, and that the Hudson’s had been using her vehicle to drive back and forth between businesses, which likely broke the transmission.
The Hudson’s have been charged with failure to return a vehicle, obtaining money by false pretenses, and conspiracy. The investigation is ongoing and additional charges are pending. Stafford, VA. The Stafford County Sheriff’s Office is searching for a suspect involved in a carjacking that occurred this afternoon.
On June 11, 2018, at approximately 11:30 a.m., deputies responded to a call regarding shots fired from a vehicle in the area of Barrows Court. Witnesses advised that a suspect in a dark colored Audi began shooting at occupants in a dark colored Dodge Dart.
When deputies arrived, the parties involved were no longer on scene. Deputies discovered that one nearby residence was struck during the shooting, but no one was injured. Deputies issued a BOLO for the Audi and began checking the area.
Shortly thereafter, at approximately 12:45 p.m., deputies came into contact with the suspect vehicle. The driver of the vehicle fled law enforcement in the area of Pine View Court. The suspect drove down a hill at the end of the cul-de-sac, hit an I-95 guardrail, and jumped out of the vehicle. The suspect subsequently then drove off on 95 southbound, leaving the uninjured victims behind. The vehicle was later located unoccupied in the area of 2336 Plank Road.
Out of an abundance of caution, Stafford High School was put on partial lockdown around 12:55 p.m. The lockdown was lifted shortly thereafter.
Law enforcement personnel are still searching for the suspect. They have identified Robert H. Leegrand III as a person of interest in the carjacking and previous shooting. The suspect is currently wanted out of Prince William County for burglary, Fairfax County for grand larceny, and Manassas City for resisting arrest. He is believed to be armed and dangerous.

Stafford, VA. The suspect behind the carjacking on Interstate 95 in Stafford County on Monday, June 11, 2018 was apprehended this afternoon.
Robert H. Leegrand III, 25, of Woodbridge, was taken into custody on Tuesday, June 12, 2018 at approximately 1 p.m. in Prince William County. He is charged with carjacking, use of a firearm in commission of a felony, and reckless handling of a firearm. He was also wanted on several charges in other jurisdictions. He is being held at Rappahannock Regional Jail without bond.
The Sheriff’s Office was assisted by the FBI Northern Virginia Violent Crimes Task Force, Fredericksburg Police Department, and Virginia State Police.
On Tuesday morning, June 12, 2018, school bus after school bus began pouring into Pratt Park in Stafford County carrying nearly two thousand fifth grade students from across the county for the annual DARE Day celebration. Students spent the morning enjoying snow cones and other treats while watching K-9 and motorcycle demonstrations and participating in dozens of activities set up by vendors. Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on drug charges after he used heroin and passed out in a Walmart bathroom and subsequently attempted to smuggle drugs concealed in his shoe into the jail.
On June 9, 2018, at approximately 2:26 p.m., Deputy D.J. Taylor responded to a reported medical emergency at the Walmart located at 11 Village Parkway in the southern end of the county. Dispatch advised that a white male estimated to be in his forties had passed out in the store bathroom.
Upon arrival, the deputy observed rescue personnel treating a male subject. He also saw in plain view several drug-related items. The subject appeared lethargic, but denied medical transport.
The subject, identified as Richard Carlton Garner, 29, of Stafford was taken into custody and subsequently admitted to using heroin. He was taken to the Magistrate’s Office and charged with possession of a controlled substance.
During the intake process at Rappahannock Regional Jail, a substance consistent with heroin was located in a clear plastic bag hidden in the suspect’s shoe. The deputy obtained an additional warrant of possession of a controlled substance in a jail. The suspect was subsequently incarcerated without bond.
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Sunday night who ran from deputies while under the influence of intoxicants. The suspect had a pregnant passenger in the vehicle.
On June 17, 2018, at approximately 8:28 p.m., Deputy J.A. Mangan observed a vehicle with a defective headlight traveling southbound on U.S. 1. The deputy attempted to initiate a traffic stop, but the suspect vehicle continued on. The vehicle accelerated and a pursuit ensued, prompting the deputy to radio for additional units. The suspect vehicle continued traveling at a high rate of speed, and, in the area of U.S. 1 and Layhill Road, the vehicle crossed the double yellow line into opposite lanes of travel to get around traffic.
In the area of Truslow Road, the suspect vehicle made a sharp right turn and crashed into a parked car. The driver exited and began to run towards the wood line. The deputy gave chase and repeatedly ordered the suspect to stop. The deputy eventually caught up to the suspect and ordered him to the ground.
The suspect, identified as Joshua Stephen Jackson, 29, of Stafford was taken into custody. The suspect’s license came back revoked due to previous DUI charges. In addition, a search of Jackson’s person subsequent to arrest yielded a small bag of marijuana. A search of his vehicle yielded an empty container of alcohol.
Rescue was called to examine injuries the suspect sustained during the crash and he was subsequently transported to Stafford Hospital. The passenger of the vehicle, who was five months pregnant, was also examined by rescue personnel, but she denied transport against medical advice. She told deputies she asked the suspect multiple times to let her out of the vehicle during the pursuit, and he refused.
Deputies obtained a search warrant for blood and afterwards Jackson was released from the hospital. He was transported to Rappahannock Regional Jail and incarcerated without bond.
The suspect is charged with abduction, resisting arrest, destruction of property, driving with a revoked license, driving after forfeiture of license, driving under the influence, possession of marijuana, eluding police, hit and run, reckless driving, and several traffic offenses.

The Stafford County Sheriff’s Office is searching for a missing endangered white male. William Dodds was last seen yesterday afternoon around 4:30 p.m. at the Weis Markets located at 905 Garrisonville Road. He was last seen wearing a red zippered jacket, dark gray sweatpants, and white tennis shoes. Dodds is 61 years old, about 5'6", and has short gray hair and a beard. Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Saturday after a traffic stop in north Stafford led to the discovery of drugs and drug-related items in the suspect vehicle.
On June 16, 2018, at approximately 10:55 p.m., Deputy W.C. Betush observed a vehicle with a non-working registration light and subsequently initiated a traffic stop in the area of Mine Road and Settlers Way. When approaching the vehicle, the deputy detected the odor of marijuana.
The driver was identified as Tiffany Ann McDaniel, 30, of Sterling and the passenger as Nito Singh Boyd, 29, of Arnold, MD.
Boyd told deputies there was marijuana in the vehicle and McDaniel confirmed his statement. A search of the vehicle revealed marijuana, controlled substances, and several drug-related items.
McDaniel was issued a summons for detective equipment and possession of marijuana, and was released. Boyd was transported to the Magistrate’s Office and charged with possession of marijuana, possession of a controlled substance, and possession of controlled paraphernalia. He was held until sober.
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Thursday night following a disturbance with a weapon at a local business and a subsequent pursuit in the area of Warrenton Road in the southern end of the county.
On June 22, 2018, at approximately 6:30 p.m., Deputy Ryan Philippsen responded to a call regarding a reported suspicious person with a weapon in the area of Tires and More located at 372 Warrenton Road. The caller advised that a male subject pulled a firearm on one of the employees at the shop and subsequently left the scene in a dark vehicle.
While enroute, Deputy Steven Kellam advised Deputy Philippsen that the suspect vehicle just passed him near the Interstate 95 interchange. The vehicle was being erratic and traveling at a high rate of speed. A pursuit ensued in the area of McLane Drive.
In the area of the Wendy’s located at 588 Warrenton Road, the suspect vehicle stopped abruptly and made a right turn into a ditch in front of the restaurant. The driver quickly exited the vehicle and fled on foot.
Deputies Philippsen, Nicolas Stachurski, and Nathan Potter gave chase and apprehended the suspect near the Super Value Inn located at 594 Warrenton Road. The suspect was identified as Leroy Vernoise Dorsey, 40, of Stafford. He told deputies he fled because his license was suspended. A search of the vehicle yielded a BB gun with a safety cap painted black.
Deputies later learned from a witness at the scene of Tires and More that the suspect had pointed what appeared to be a firearm at the victim’s head and demanded one hundred dollars. The witness also observed Dorsey punching the victim in the head.
Dorsey was incarcerated at Rappahannock Regional Jail and is charged with use of a firearm in commission of a felony, eluding police, conspiracy, assault and battery, brandishing a firearm, and driving with a suspended license.
Deputies with the Stafford County Sheriff’s Office responded to reports of shots fired on Monday, June, 25, 2018 at approximately 5:00 p.m. at 303 Knollwood Court in Stafford County. Upon arrival, deputies discovered a young black male with multiple gunshot wounds inside the residence. He was flown to a local trauma center. His condition is unknown at this point in time. The Sheriff’s Office also responded to Stafford Hospital where a young black male with a gunshot wound to his back had been dropped off. The investigation is ongoing, and the Sheriff’s Office will continue to provide updates here.
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested two suspects on Thursday after more than nine ounces of methamphetamine were located in their vehicle during a traffic stop.
On June 28, 2018, as part of a several month investigation by the Special Investigations Unit, a traffic stop was conducted by deputies in the area of the Interstate 95 southbound exit ramp to Courthouse Road. During the stop, the driver was identified as a Heather Stock, 25, of Spotsylvania and the passenger as Shea McDuffie— aka “Shea Cover”—26, of Ashland.
Shortly thereafter, Deputy Alex Smith arrived on scene with his trained narcotics K9 “LOBO” and walked around the exterior of the vehicle. The K9 gave a positive alert on the vehicle.
During a search, more than nine ounces of methamphetamine with an estimated street value of more than $26,000 was located. The search also revealed packaging materials, digital scales, smoking devices, and a small amount of marijuana.
McDuffie was arrested and charged with possession with the intent to distribute methamphetamine and conspiracy to distribute methamphetamine. Stock was arrested and charged with conspiracy to distribute methamphetamine.
Both suspects were incarcerated at Rappahannock Regional Jail without bond.
Stafford, VA. Deputies with the Stafford County Sheriff’s Office have arrested two Walmart employees for stealing money from the self-checkout machines.
On June 28, 2018, at approximately 6:00 a.m., Deputy DeAndre Taylor responded to the Walmart located at 11 Village Parkway regarding a past occurred larceny. Store management advised that one employee stole $220 and another stole $400 from a dysfunctional self-checkout machine that was dispensing incorrect bills.
On June 20, 2018, the first employee, Kahmaad Sydeem Childress, 24, of Fredericksburg approached the self-checkout machine and paid $5 for a bag of sunflower seeds. The machine then dispensed four $20 bills. Childress made four more transactions, receiving a total of $400 from the machine. He did not advise management of the issue.
Childress then told a second employee, Daquan Rashad Dawkins-Horne, 25, of Stafford about the self-checkout machine. Dawkins-Horne made three separate transactions at the machine, receiving a total of $220.
Both suspects were taken into custody and incarcerated at Rappahannock Regional Jail on a $500 secured bond. They are charged with grand larceny and conspiracy to commit a felony.
Stafford, VA. The Stafford County Sheriff’s Office has identified and is searching for three suspects behind a shooting that occurred on Thursday night in north Stafford.
On the evening of July 5, 2018, deputies responded to a residence in the area of Minuteman Circle following reports of shots fired. Upon arrival, deputies discovered shell casings, a knife, and blood droplets in the area. Witnesses told deputies that they observed two males running out of the residence and into the woods.
While on scene, deputies were notified by dispatch that a male subject with two gunshot wounds had arrived at a local hospital. Deputies later confirmed he was the victim of the shooting.
The Sheriff’s Office attempted to track the suspects using the drone team and K9 unit. In addition, several apartments were evacuated; however, the suspects were not located.
During the investigation, detectives identified the suspects as Hayden Parrick, 20, of Stafford; Isaiah Keyes, 19, of Fredericksburg; and Fa-eez Gomda, 18, of Stafford.
Parrick is wanted for aggravated malicious wounding, use of a firearm in commission of a felony, and shooting/stabbing by mob. Keyes and Gomda are wanted for aggravated malicious wounding, conspiracy, and shooting/stabbing by mob. The suspects are believed to be armed and dangerous.

Stafford, VA. Two of the three suspects involved in the shooting incident that occurred on Thursday night in the area of Minuteman Circle in Stafford County have been arrested. Fa-eez Gomda, 18, of Stafford was arrested on July 6, 2018 by the Fairfax County Sheriff’s Office. Isaiah Keyes, 19, of Fredericksburg was arrested on July 8, 2018 by the Stafford County Sheriff’s Office.
Hayden Parrick, 20, of Stafford remains at large and is wanted on charges of aggravated malicious wounding, use of a firearm in commission of a felony, and shooting/stabbing by mob. Anyone with information is asked to contact the Sheriff’s Office at (540) 658-4400.
Stafford, VA. The Stafford County Sheriff’s Office arrested three suspects last week following the theft of over $1200 worth of cell phones from the Walmart located at 125 Washington Square Plaza.
On June 24, 2018, at approximately 5:30 p.m., Deputy T.A. Vasquez responded to the Walmart in reference to a past occurred larceny. A loss prevention employee advised the deputy that on June 21, 2018, at approximately 9:00 p.m., a male subject and two female subjects entered the store.
Shortly thereafter, the male subject took a Star Wars “Wookie” mask off the shelf and one of the females grabbed a large black purse. They then headed to the electronics section and began filling the mask and purse with cell phones. They left the store with the stolen items and took off in a black sedan. The items included eight cell phones valued at over $1200.
Detectives were subsequently able to identify and locate the suspects through surveillance video footage and the tags on the suspect vehicle. They also discovered the cell phones had been pawned. The Spotsylvania Sheriff’s Office assisted with the investigation.
Patrick Robert Hawkins, 18, of Washington D.C. and Keely Juanita Johnson, 20, of Fredericksburg were taken into custody on July 2, 2018. A large amount of cash and miscellaneous stolen items were discovered during a subsequent search. Hawkins admitted to being in a shoplifting conspiracy with Johnson and a third suspect, Tiearia Monique Laa’sh Bailey, 22, of Spotsylvania.
Johnson told detectives they had been stealing cell phones from Walmart stores throughout the Fredericksburg region. She admitted the suspects pawned the cell phones and split the money between one another.
Hawkins and Johnson were subsequently incarcerated at Rappahannock Regional Jail. Hawkins is charged with shoplifting, conspiracy, larceny with intent to sell, and enhanced penalty for a larceny third offense. Johnson was charged with shoplifting, conspiracy, and larceny with intent to sell.
Bailey was taken into custody on July 3, 2018 and incarcerated at Rappahannock Regional Jail. She is charged with shoplifting, conspiracy, larceny with intent to sell, and obtaining money by false pretenses.
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect last week following a drug overdose outside of the Chili’s restaurant at Stafford Marketplace.
On July 4, 2018, at approximately 5:39 p.m., Deputy A.C. Wolford responded to the Chili’s located at 1030 Stafford Marketplace in reference to an unconscious male subject. Upon arrival, the deputy observed medical personnel treating the subject who was revived after Narcan was administered.
The subject was identified as James Richard Finley, 38, of Stafford. A search revealed a powdery substance on the subject’s person. Finley admitted to taking the substance prior to being found.
Following his release from the hospital, Finley was incarcerated at Rappahannock Regional Jail on a $5000.00 secured bond. He was charged with possession of a controlled substance.
Stafford, VA. A suspect was arrested this morning in connection with the Knollwood Court shooting incident that occurred on June 25, 2018. Following a search warrant executed this morning in the City of Fredericksburg, Karsten Jermaine Lea, 24, of Stafford was arrested on outstanding warrants out of Stafford County including burglary while armed, conspiracy, and extortion. He is incarcerated at Rappahannock Regional Jail without bond. The incident remains under investigation by the Sheriff’s Office.
