Suspects Wanted in Stafford Assault Apprehended
Stafford, VA. Two suspects wanted in connection with an assault and possession of a stolen vehicle in Stafford County were apprehended on Wednesday morning. The arrests were the result of multi-agency cooperation between the Stafford County Sheriff’s Office, Dumfries Police Department, Virginia State Police, and the Louisa County Sheriff’s Office.
On April 23, 2018 at approximately 4:40 p.m., deputies responded to a call regarding an assault at a residence on Owen Street in north Stafford. The victim told deputies that he spent the night with his girlfriend, Iris Esmeralda Ramos-Martinez, 19, of Stafford at the Owen Street residence. After Ramos-Martinez left for work, the victim remained at the residence and the two argued over text message throughout the day. Ramos-Martinez asked the victim to leave the residence and he refused.
When Ramos-Martinez returned to the residence, she had three male subjects with her who assaulted the victim. One of the subjects brandished a weapon during the assault. The victim sustained minor injuries as a result of the incident. Shortly thereafter, the suspects fled the scene, leaving behind a vehicle that later returned stolen out of Louisa County.
Ramos-Martinez was arrested on an outstanding warrant. One of the suspects, James Richard Jacobs, 20, of Gordonsville was taken into custody on Wednesday morning by the Dumfries Police Department. Another suspect, Jeffrey Antonio Turcios, 19, of Dumfries was also taken into custody.
Evidence uncovered from the residence and stolen vehicle by multiple agencies involved in the investigation links Jacobs and Turcios to the assault on Owen Street as well as a burglary in Dumfries that occurred on Monday, April 23, 2018.
Jacobs and Turcios are currently incarcerated at the Prince William County Adult Detention Center without bond. The Stafford Sheriff’s Office has charged both suspects with assault by mob. The case is still under investigation, so more charges may be pending by the Stafford Sheriff’s Office and other agencies involved.
The third suspect, William Edward Skinner, 23, of Dumfries is still at large. The Stafford Sheriff’s Office has issued a warrant for his arrest on charges of assault by mob and brandishing a weapon. He is also wanted out of Prince William County on a domestic assault and battery charge. Anyone with information is asked to contact the Sheriff’s Office at (540) 658-4400.

Stafford Sheriff’s Office Apprehends Domestic Violence Suspect
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Friday after he severely assaulted his wife, prevented her from calling 911, and then fled the scene on foot.
On April 26, 2018 at approximately 9:46 p.m., Deputy Steven Kellam responded to a call regarding a domestic disturbance in the East Street area of southern Stafford. Upon arrival, the deputy found a woman locked inside a building behind a residence. The woman stated that her intoxicated husband would not leave her alone and she feared for her life. She was sobbing uncontrollably and had severe bruising and swelling to the right eye as well as lacerations all over her face.
The victim told deputies that she tried to call 911 following a heated verbal argument, which prompted her husband, identified as Troy Wayne Rodgers, 54, of Stafford to assault her. Rodgers took the phone out of his wife’s hands, struck her in the face, and then threw her on the ground multiple times. Each time she was thrown on the ground, Rodgers kicked her in the face.
The victim told deputies that Rodgers left the scene following the assault. She then provided a description of the suspect. Deputies successfully tracked the suspect by utilizing the drone team and K-9 Lobo and his handler, Deputy Alex Smith. The drone observed the subject walking along the railroad tracks northwest of the residence and the drone operator was then able to direct the K-9 and handler to the suspect.
Rodgers was incarcerated at Rappahannock Regional Jail without bond. He is charged with domestic assault and battery, prevention of 911, malicious wounding, abduction, and public intoxication.

Suspect Brandishes Firearm during Domestic Dispute in Stafford County
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Friday for brandishing a firearm during a domestic dispute.
On April 27, 2018 at approximately 12:18 p.m., Deputy Megan Johnson responded to a call regarding a domestic incident involving a weapon in the area of Town and Country Drive. Upon arrival, deputies learned the victim was sitting in the backyard and the suspect was inside the residence.
The suspect, identified as Linda Drew Wilson, 62, of Stafford was asked by deputies to come out of the house. She complied and was detained. The victim was asked to come to the front of the house, and also complied.
The victim told deputies that he was engaged in a verbal argument with the suspect over their dogs escaping from the yard. In the middle of the argument, Wilson went to her vehicle and returned with a firearm. She fired the gun into the woods before pointing it at the victim and telling him to get the dog. The victim retrieved the animal, prompting Wilson to go back inside the residence. When she came back out, she no longer had the weapon.
Wilson was taken into custody and a search of the residence revealed the firearm from the incident. The victim told deputies he was scared for his life, so an Emergency Protective Order was obtained. Wilson was incarcerated at Rappahannock Regional Jail without bond on charges of brandishing a firearm and reckless handling of a firearm.

Stafford Sheriff’s Office Arrests Intoxicated Suspect Following Pursuit
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested an intoxicated suspect on Monday night following a pursuit on Interstate 95. The Spotsylvania County Sheriff’s Office assisted with the investigation.
On April 30, 2018 at approximately 8:11 p.m., Deputy Alex Smith was in the area of U.S. 17 and Washington Street when he observed a vehicle traveling northbound on U.S. 17 at a high rate of speed. The deputy immediately activated his emergency equipment and turned his vehicle around at the intersection of U.S. 1 and U.S. 17. In the meantime, he alerted other units in the area to the suspect vehicle’s location.
Other units in the area located the suspect vehicle in the area of U.S. 17 and Short Street. The vehicle then turned on to I-95 southbound, at which point 1st Sgt. Brandon Morris activated his emergency equipment and attempted to conduct a traffic stop. The suspect vehicle pulled onto the right shoulder at the 133.4 mile marker and slowed down, but did not stop. The vehicle then accelerated and began weaving through traffic in an attempt to elude law enforcement.
The suspect continued to flee law enforcement through Fredericksburg and into Spotsylvania County. Shortly after entering Spotsylvania, Deputy Gregory Gabrielli observed the suspect slam on his brakes in an attempt to initiate a crash. Deputy Smith detected the smell of burnt rubber and noticed debris in the air following the attempted crash.
The deputy pulled ahead of the suspect vehicle in an attempt to get the driver to slow down. The suspect tried to get around the deputy’s vehicle, and ended up brushing up against the rear passenger side bumper area.
Shortly thereafter, the suspect vehicle turned left onto the grass median and then onto the northbound travel lanes of I-95 before pulling into a ditch on the right side of the road. Deputy Smith found a safe area to cross the highway and observed the suspect exit his vehicle and flee on foot. Deputy Smith then exited his vehicle and followed the suspect through a wooded area and into a commuter lot.
The Spotsylvania County Sheriff’s Office provided assistance and their canine led deputies to a dumpster where the suspect was located and taken into custody around 10:47 p.m. The suspect, identified as Richard Lloyd Garrett, 39, of Spotsylvania told deputies he ran because his license was suspended. Deputies also detected a strong odor of alcohol coming from the suspect.
Garrett was incarcerated at Rappahannock Regional Jail without bond. He is charged with reckless driving, driving suspended, driving under the influence, and felony eluding. At the time of arrest, the suspect was out on a bond from Prince William County on felony charges.

Stafford Sheriff’s Office Arrests Naked Man Found Stuck in Fence near Elementary School
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Monday who was naked and stuck in a fence in the wood line near Anne E. Moncure Elementary School in Stafford County.
On April 30, 2018 at approximately 9:38 a.m., Deputy Dominic Torrice responded to a call regarding a naked man seen stuck in a fence and masturbating near school property. Upon arrival, the deputy noticed that the suspect’s legs were stuck in the fence and he had no clothes on. The suspect was covered head to toe in scratches from the thickets in the area where he was located.
The deputy helped remove the suspect from the fence and covered him in a blanket. He was taken into custody and identified as Justin James Rutley, 30, of Beaverdam. Rutley appeared nervous and made a series of incoherent statements, which the deputy recognized as being consistent with drug use.
The deputy learned several employees in the school had observed the suspect near the fence. In addition, one witness came forward to report that he had seen the man masturbating while stuck in the fence.
Rutley was incarcerated at Rappahannock Regional Jail without bond. He is charged with indecent exposure, masturbating in public, and disorderly conduct.

Suspect Steals Dealer Tags from Vehicles at Stafford Business
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Thursday for petit larceny after he stole two dealer tags from vehicles at Manheim Auto Auction in the southern end of the county.
On May 3, 2018, Deputy M.L. Jacobeen responded to 120 Auction Drive in reference to a dealer tag stolen from a vehicle in the parking lot. Upon arrival, the deputy met with the complainant who advised that his Washington D.C. dealer tags were taken from his vehicle while he was in the building. The complainant had arrived at the auto action around 8:45 a.m. and noticed the tags were missing around 12:40 p.m. when he returned to his vehicle.
In speaking to the security manager, the deputy learned there was another report of a dealer tag stolen from a vehicle earlier that day. In addition, there had recently been several reports of missing dealer tags and the security manager suspected the driver of a Toyota 4-Runner might be involved.
The deputy and security manager reviewed security video footage and identified the suspect. When the deputy was leaving the building, he saw an individual matching the physical description of the suspect. He was identified as Stanley Leon Cooper, 56, of Fort Washington, MD by his Maryland driver’s license. Cooper told the deputy he was a dealer there to sell a vehicle.
Initially, the suspect denied stealing any dealer tags. However, the deputy observed what he suspected to be the stolen license plate in the back of the suspect’s vehicle, a Toyota 4-Runner. The deputy obtained a search warrant and a subsequent search of the vehicle revealed the reported stolen tags from that day as well as two Maryland motorcycle tags, a Virginia tag, two Pennsylvania temporary tags, and two West Virginia temporary tags.
The suspect was taken into custody and incarcerated at Rappahannock Regional Jail without bond. He is charged with petit larceny and possession of burglary tools.

Stafford County Homeowner Apprehends Burglar
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Sunday for breaking into a residence in North Stafford.
On May 6, 2018 at approximately 1:41 a.m., Deputy Virginia Powell responded to a call regarding a breaking and entering in progress. Dispatch advised that a woman caller said her husband was attempting to detain a male suspect who broke into their home. Upon arrival, the deputy observed the suspect being detained by one of the homeowners.
Deputies also located the suspect’s point of entry into the residence. The entire glass pane from the back door had been removed, and remained intact. However, the damage to the door was permanent. The homeowners, a husband and wife, told the deputies that they heard a noise downstairs, and began checking the residence. The husband was confronted by an unknown male who tried to assault him, but was able to defend himself and detain the suspect.
The suspect was identified as Willfredo Bermudez, 25, of Stafford. Deputies immediately noticed the suspect was unsteady on his feet and had the odor of an alcoholic beverage coming from his person. When deputies tried to remove him from the residence, the suspect began yelling and causing a disturbance, prompting nearby residents to come out of their homes to witness the commotion.
Bermudez was incarcerated at Rappahannock Regional Jail without bond. He is charged with breaking and entering, destruction of property, and disorderly conduct.

Stafford County Heroin Overdose Leads to Multiple Drug Arrests
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested multiple suspects at the end of April following an overdose in the southern part of the county.
On April 26, 2018, Deputy B. Demirci responded to a call regarding an overdose at a townhouse in Thomas Jefferson Place. Upon arrival, the deputy observed rescue personnel treating the subject. Narcan was administered and the subject was transported to Mary Washington Hospital. At the hospital, the subject admitted to using heroin.
When the Special Investigations Unit arrived at the residence at approximately 12:20 p.m., detectives learned that the overdose subject as well as a second subject had come to the residence to use heroin. Following the overdose, a juvenile known as “Fat Boy,” who had been using heroin with them, cleaned up the evidence of drug use and fled.
Detectives learned that Fat Boy lived in the same neighborhood and may have went to his home. When they arrived, a juvenile opened the door and confirmed that he was “Fat Boy.”
The homeowner of Fat Boy’s residence gave detectives permission to search the house, and they discovered a subject hiding in the attic. The subject, identified as Kyle William Dickinson, 23, consented to a search of his room. Detectives found drug paraphernalia and subsequently detained him.
In the living room, investigators saw Dickinson’s girlfriend, identified as Megan Renee Jenkins, 20, of Stafford, clutching a purse. Investigators asked if they could search the purse and Jenkins consented. Drugs and drug contraband were located.
The homeowner then gave detectives permission to search the entire residence. Drug paraphernalia was discovered throughout the home, including in the bedroom of another suspect, Joseph Andrew Amos, 31. When Amos returned to the residence, he admitted the paraphernalia belonged to him.
Detectives then searched a shed located at the back of the property. Inside they located Stephanie Lynn Hall, 40, of Stafford and Dylan Scott Dickinson, 25, of Stafford. Detectives found marijuana and drug paraphernalia on Hall’s person and a small bag on Dylan Dickinson’s person containing what they believed to be heroin. Both were taken into custody.
It was also discovered that Amos as well as Kyle and Dylan Dickinson were on probation. They all failed a subsequent drug test administered by their probation officer and were transported to Rappahannock Regional Jail for probation violations. Dylan Dickinson was also charged with possession of a controlled substance.
Hall was also incarcerated at Rappahannock Regional Jail. She is charged with possession of marijuana and possession of a controlled substance.
After taking the suspects into custody, detectives returned to the original residence and conducted a search after receiving permission from the homeowner, Nicholas Lee Horton, 48. Drugs and drug paraphernalia were uncovered throughout the home. Horton was subsequently incarcerated at Rappahannock Regional Jail on charges of possession of a controlled substance and contributing to the delinquency of a minor.





Traffic Delays Friday Afternoon as Bicyclists Travel Through Stafford County
Stafford, VA. The Stafford County Sheriff's Office would like to inform the public that a large bike ride is coming through Stafford County on Friday, May 11, 2018. The event may cause temporary traffic delays in certain areas of the county.
Expect delays on Route 1 North and some side roads in the early to late afternoon on Friday. Route 1 north of Courthouse Road should not be affected. The heaviest congestion will probably be in the area of Courthouse Road and Route 1 during the times of 3:30 PM thru 4:30 PM.

Suspect Returns Stolen Firearm to Stafford Detective
Stafford, VA. A suspect who stole a firearm from a Stafford County residence returned the firearm to detectives and turned himself in after learning law enforcement was looking for him.
On May 8, 2018, Deputy Shawn M. Eastman responded to a call regarding a reported larceny of a firearm at a residence in the area of Pilot Knob Loop. The homeowner advised that his girlfriend’s friend stayed at the residence over the weekend while he was out-of-town to watch his dogs. When he returned, a firearm was missing from the home.
The friend told deputies that a man identified as Ronald Anthony Longfellow, 31, of Unionville, spent Saturday evening, May 5, with her at the residence. She said it was possible he had stolen the firearm.
Detective Timothy Covington attempted to contact the suspect and later received a call from him saying he would like to turn the firearm over to law enforcement. Detectives met with the suspect who gave them the firearm without incident. The suspect was subsequently taken into custody and admitted to stealing the firearm while intoxicated at the residence.
The suspect was incarcerated at Rappahannock Regional Jail on a secured bond. He is charged with grand larceny of a firearm.

Suspect Brings Marijuana into Stafford Courthouse
Traffic Stop on Route 17 in Stafford Leads to Drug Arrests
Stafford, VA. Deputies with the Stafford County Sheriff's Office arrested two suspects on Monday after a traffic stop on U.S. 17 led to the discovery of drugs in the suspect vehicle.
On May 14, 2018, at approximately 2:33 p.m., 1st Sgt. Brandon Morris initiated a traffic stop after observing a vehicle with a defective brake light on U.S. 17 turning into the Days Inn on Simpson Lane.
The driver was identified as Joseph Brian Meade, 28, of Spotsylvania and the passenger was identified as Chelsie Renee Smith, 28, of Stafford.
After approaching the vehicle, the deputy detected the smell of marijuana. A search of the vehicle revealed drugs, including heroin, and drug paraphernalia.
Both suspects were incarcerated at Rappahannock Regional Jail on secured bonds. They were each charged with possession of controlled substances, possession of marijuana, and possession of controlled paraphernalia.


Stafford Sheriff’s Office Arrests Wanted Suspect Following Pursuit
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Wednesday who was wanted on several charges, including eluding law enforcement and reckless driving, following a pursuit in the southern end of the county earlier in the week.
On May 15, 2018, at approximately 10:53 p.m., Deputy Steven Kellam observed a gray vehicle turn left onto Leeland Road from Deacon Road. The vehicle then drove over the curb to pull into a 7-11 convenience store. The deputy followed the vehicle as it parked in front of the store.
After making eye contact with the deputy, the suspect put his vehicle in reverse and began to exit the parking lot. The deputy then activated his emergency equipment and a pursuit ensued.
The suspect vehicle continued traveling northbound on Leeland Road before making a wide right turn onto Perth Drive. He proceeded off the roadway, driving over a landscape fence and tree before turning back onto the roadway. As the vehicle began to turn left onto Woodford Drive, it slowed down and a passenger rolled out. The deputy stopped to check on the passenger who advised he was just trying to get a ride home.
Shortly thereafter, the deputy heard a crash and attempted to locate the suspect vehicle. Along the way, he saw two mailboxes lying in the roadway and found the suspect vehicle with the front doors open on Colemans Mill Drive. A female passenger was standing in the middle of the road crying.
The suspect was identified as Antonio Rashad Peters, 24, of Stafford by his Virginia driver’s license, which was left in the vehicle. He was not located in the immediate aftermath of the incident. The K-9 Unit and drone team set up a perimeter in the area of Morton Road, but were unable to locate him.
The suspect was later taken into custody on Wednesday and incarcerated at Rappahannock Regional Jail without bond. He is charged with eluding police, reckless driving, and hit and run.

Two Suspects Arrested for Shoplifting at Stafford Walmart
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested two suspects on Saturday for shoplifting at the Walmart Neighborhood Market located at 14 N Stafford Complex Center.
On May 19, 2018, at approximately 6:27 p.m., Deputy Elliott Taylor responded to a reported larceny in progress at the Walmart. The manager had observed two females leaving the store with two full-size grocery carts filled with unpurchased items.
The suspects were identified as Genevieve Lee Harrison, 33, of Fredericksburg and Jennifer Cecilia Henault, 38, of Stafford. They admitted to stealing the items.
Walmart employees rang up the items to estimate the total cost of the stolen merchandise. The first cart contained 162 items totaling $542.75. The second cart contained 73 items totaling $260.76. Additional unpaid items were discovered in the suspects’ vehicles totaling $54.94.
Both suspects were incarcerated at Rappahannock Regional Jail and charged with grand larceny and conspiracy to commit a felony. Harrison was held without bond and Henault was held on a $5,000 secured bond.


Stafford Sheriff’s Office Arrests Suspect on Domestic Violence Charges
Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Sunday on assault and battery and strangulation charges following a domestic dispute.
On May 20, 2018, at approximately 9:33 p.m., Deputy J.A. Mangan responded to a domestic violence call in the area of Woodstream Boulevard. A caller advised that witnesses saw a man and woman fighting in the middle of the street and several children appeared to be with them.
Upon arrival, the deputy observed additional deputies setting up a perimeter in an attempt to locate the suspect who had fled the scene. The deputy also made contact with the victim who had substantial bruising with visible fingerprint marks around her neck and forearms. Rescue personnel were requested to examine the victim.
The victim told the deputy she and the suspect got into a verbal argument and the suspect asked her to leave. She exited the home, and got in a vehicle with her children. The suspect followed them to the vehicle, grabbed the rear view mirror, and ripped it off the windshield. The victim quickly exited the vehicle and attempted to retrieve her phone to call 911. The suspect took the phone away from the victim and threw it on the ground. He then began choking the victim to the point she could no longer breathe and felt like she might pass out.
In the meantime, deputies located the suspect, identified as Devaughan Marquelle Elder, 18, of Stafford and took him into custody. On the way to the deputy’s vehicle, the suspect saw the victim and began to shout obscenities at her. At the Magistrate’s Office, the suspect admitted to all of the charges being obtained, including choking the victim.
The suspect was incarcerated at Rappahannock Regional Jail on charges of assault and battery, strangulation, disorderly conduct, and unlawfully keeping another from calling 911.

Suspects Steal Vehicle with Dog Inside From Stafford Convenience Store
Stafford, VA. Deputies with the Stafford County Sheriff’s Office obtained warrants for two suspects following the theft of a vehicle with a dog inside from the parking lot of the Wawa convenience store on Garrisonville Road.
On May 23, 2018, at approximately 8:18 a.m., Deputy Dominic Torrice responded to a reported larceny in progress at Wawa. Upon arrival, the deputy learned from the victim that her vehicle had been stolen from the parking lot. The victim also told the deputy that she was a veterinarian and a customer’s dog was inside the vehicle along with several personal belongings such as her wallet and social security card.
The deputy immediately began reviewing security video footage and observed three suspects enter the vehicle and drive out of the parking lot. The information was relayed to Virginia State Police who were able to locate the suspects traveling northbound on Interstate 95. A short pursuit ensued and the suspects were taken into custody after they crashed the vehicle. The dog ran away from the scene, but was later located and the owner was notified.
The suspects were identified as Kelvin Ki’Sean Kweonte Brown, 19, of Hampton and Davante Elijah Whitmore, 19, of Portsmouth. They were incarcerated at the Fairfax County Adult Detention Center and charged with grand larceny, larceny of animals, credit card theft, and conspiracy. Juvenile Intake was contacted regarding the third suspect.
