Stafford Sheriff’s Office Seeks Citizens for New Citizens Homeland Security Course

Stafford, Va. – In its continuing efforts to keep the community safe from acts of violence and terrorist threats, the Stafford County Sheriff’s Office is seeking vigilant citizens who are interested in playing an active role in homeland security. Selected individuals will be invited to attend a new Citizens Homeland Security Course on Saturday, September 15, 2018, that will teach them how to spot and report suspicious activity. The training will also educate them about current threats facing the nation. “We are proud of the aggressive approach we have taken toward homeland security over the past several years,” said Stafford Sheriff David Decatur. “But this course represents a significant shift in our tactics because we are not just focusing internally; we are reaching out to train our citizens to become more vigilant and engaged in homeland security. Our goal is to teach them that if they see something, they should say something immediately to the Sheriff’s Office. They will play an active role in collecting intelligence for us and partnering with us to monitor terrorist activity and stop attacks before they happen.” Applications for the Citizens Homeland Security Course are due by September 7, 2018. Registration is free. For additional information and/or to be considered for the class, please contact Sgt. Jason Forman at (540) 658-4934 or at JForman@staffordcountyva.gov. Once citizens complete a class, they will become a part of the Stafford County Sheriff’s Office SHIELD program, a two-way information sharing program that provides information to citizens on emerging crime trends, community events and evolving terrorist threats that may impact Stafford County. Community partners will serve as the eyes and ears of the Sheriff’s Office by reporting suspicious behavior as soon as possible and working to directly impact efforts to prevent crime and acts of terrorism in Stafford. Stafford’s location just south of Washington, D.C. and its proximity to major military installations such as the Pentagon, Quantico Marine Corps Base, Fort Belvoir and Fort A.P. Hill have made the county a potential target for a terrorist attack. The significant presence of military and government facilities and employees (and their families), critical infrastructure, and special events that draw people from all over the world also pose a significant challenge to Stafford’s public safety authorities. In addition, the county’s history of natural disasters and extreme weather including tornados, earthquakes and blizzards, increase these safety risks. The Sheriff’s Office has a Homeland Security and Emergency Management Unit that educates the public about recognizing and reporting suspicious activity and teaches citizens how to respond during acts of violence or terrorism. In addition to the Citizens Homeland Security Course being offered in September, future classes are planned on the following topics: -Suspicious Activity and Reporting: Trains individuals on what suspicious activity is and how to properly report it. -STOP the BLEED: Trains individuals on how to stop bleeding after an injury and how to properly apply tourniquets in emergency situations. -Active Shooter/Acts of Violence Training: Teaches individuals on how to respond to active shooter/acts of violence situations focusing on building survival mindsets and teaching tactics such as Run, Hide, Fight. -Prevention and Deterrence of Terror and Criminal Acts: Teaches individuals what they can do to help keep Stafford safe from current threats that face the region and nation as a whole. For more information on any of these classes, visit the Stafford County Sheriff’s Office website at www.staffordsheriff.com and click on the Homeland Security tab.

Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on Wednesday in connection with two reported sneaker thefts.

On August 15, 2018, Deputy Aubrecht responded to a call regarding an auto accident and possible robbery in the area of Jefferson Davis Highway and Merryview Drive. Upon arrival, the deputy observed a male subject with a severe laceration on his knee standing outside of a gray Jeep Wrangler off the road.

While the deputy was assisting him with the injury, the subject explained that the male sitting in the passenger seat of the vehicle had tried to take off with two boxes of Air Jordan sneakers he was trying to sell through the Letgo app for buying and selling used items.

When rescue personnel arrived, the deputy made contact with the second male subject who was identified as Sydney Marcell Fisher, 18, of Stafford. Fisher told the deputy that he did not attempt to steal the shoes from the victim. He said he met the victim to purchase the shoes at the agreed upon price of $300. After seeing the shoes, he returned to his vehicle to get the money. At that point, the first subject came over to his vehicle and tried to make entry, causing Fisher to attempt to drive away. He said the subject held onto the door, and he ended up crashing the vehicle into a tree.

Deputy Aubrecht then spoke with the first subject to get his side of the story. The first subject told him that he agreed to meet Fisher at a location near his residence to sell him the shoes for the agreed upon price of $300; however, Fisher only had $80. He handed the shoes to Fisher who said he’d get the money from his vehicle. Instead, Fisher began to drive away, prompting the first subject to grab ahold of the door of the vehicle and attempt to grab the wheel to stop the vehicle. The vehicle subsequently swerved off the road and crashed into a tree.

The first subject was transported to Mary Washington Hospital. At the hospital, the subject showed the deputy screenshots of his conversation with Fisher. However, the name of the second subject on the app was displayed as Mark Jamison. He said that is how the subject identified himself when he attempted to sell him the shoes. Fisher later admitted to the deputy that he used the Mark Jamison name as a pseudonym.

Fisher was taken into custody and incarcerated at Rappahannock Regional Jail on charges of reckless driving and petit larceny.

On the same day, Deputy Sypolt responded to Town Square Circle regarding a larceny complaint. The victim said a man identified as Mark Jamison took two pairs of Nike Jordan sneakers from him without paying. He had used the Letgo app to try and sell the shoes.

The victim told the deputy he met the suspect at the agreed upon location at Town Square Circle. Upon arrival, the man identified as Mark Jamison analyzed the shoes and then asked if he could show the shoes to his friend at one of the nearby apartments to make sure they were legitimate. The victim agreed, but Jamison never came back. The victim repeatedly tried to text him over the next 45 minutes, and eventually learned Jamison had blocked him on the app.

Additional warrants are pending for this incident. Anyone who believes they may have been a victim in a sneakers theft associated with Mark Jamison or Sydney Fisher is asked to contact the Sheriff’s Office at (540) 658-4400.

Stafford, VA. The Stafford County Sheriff’s Office is launching a new initiative that enables businesses and residents to help combat crime in their communities by participating in a voluntary program that gives law enforcement access to privately owned surveillance camera footage during crime incidents.

The Stafford County Operation Public Eye (S.C.O.P.E) program allows residents to register their home or business surveillance cameras with the department. When a crime occurs, the Sheriff’s Office will be able to quickly identify nearby cameras that may have captured criminal activity and enlist the assistance of citizens to help collect video evidence.

“We are asking for the community’s help,” said Stafford Sheriff David P. Decatur. “Video surveillance is an exceedingly effective tool for deterring crime and apprehending criminals. Through the S.C.O.P.E. program, residents can play a proactive role in keeping their neighborhoods safe.”

Registration does not enable law enforcement to view camera footage without permission. Law enforcement must request permission each time they want to view camera footage to assist with an investigation, and residents are free to accept or deny these requests.

Residents interested in registering their cameras can go to the following link: https://www.staffordsheriff.com/content/crime/Scope.cfm

The only information required is name, address, email address, and phone number. Citizens are contacted via phone or email when a crime in their area occurs and are asked to review their video surveillance system for video capturing a certain incident or suspect. If the citizen finds any video evidence, they can share it with the S.C.O.P.E. program to make arrangements for retrieval.

Information provided to the Sheriff’s Office regarding your camera systems will be for official use only. Your personal information will remain confidential and will not be distributed except as required by law or court order.
