The Public's Assistance is Needed to Help Identify These Suspects

The public's help is needed to identify the suspects in the photo below. The incident began when a female dining at Panera (Exit 133/24 South Gateway) had her wallet stolen on Tuesday, November 29.

The male and female pictured are suspects in a credit card fraud using credit cards from the victim’s wallet at the nearby Target on South Gateway Drive.

Suspects were seen leaving in a gold, early to mid-2000’s Honda Accord. The female (pictured here) is wearing a pink hoodie, Rasta hat and jeans. She may also have had dreadlocks. The male is described as wearing a gray hoodie and jeans. Please help the Sheriff’s Office identify the people in this photo. Two Charged with Grand Larceny for Stealing from Vehicles

On December 6, 2016 at approximately 12:40 a.m. Deputy W.J. McWaters responded to a report of suspicious persons on Masters Drive in the Somerset/Season’s Landing neighborhood. Upon arrival Deputy McWaters interviewed a man who witnessed two subjects attempt to break into his vehicle while it was parked in his driveway. The witness also reported seeing the same two subjects attempt to break into a neighbor’s vehicle. Descriptions were provided and Deputy McWaters, joined by Deputy E.R. Houde, Sergeant D. Pinzon and 1st Sgt. D.F. Purcell, began to search the neighborhood for the suspects.

The patrol units canvassed the area on foot, when Deputy McWaters walked on Pebble Beach Drive he observed two subjects running away from his position. He gave chase and ordered both suspects to the ground. They complied and were taken into custody without further incident. The two males were searched and each had a taser. A large flashlight and a backpack were also recovered. Both suspects stated that they were going to 7-11 for snacks.

Several pair of athletic shoes, valued at more than $100 each, and a jacket were located along the fence line approximately 100 feet from where the suspects were apprehended. Located near the shoes was a multi-tool glass breaker and seatbelt cutter. Further investigation determined that the shoes were stolen from a vehicle on Pebble Beach Drive.

John Buddy Brown, age 18, and Ethan Blake Roberts, age 19, both of Cornerstone Drive in Stafford were charged with Grand Larceny, Possession of Burglary Tools, Conspiracy to Commit Larceny, Entering a Vehicle, Larceny of Property with Intent to Sell and Petit Larceny. They were both incarcerated at the Rappahannock Regional Jail on a $4700 secured bond.

Suspicious Encounter on Village Grove Road

The Sheriff’s Office is currently investigating a report of a suspicious encounter that occurred this morning between an elementary school student and a masked adult. The incident took place at approximately 8:30 a.m. in the Stafford Lakes Community along Village Grove Road, as the student was walking to the bus stop.

The student described seeing a subject exit a red car that was parked along the side of the road. The subject was wearing a ski mask and walked toward the student while gesturing. The student immediately ran away to a neighbor’s house. The student described the red vehicle as having dents on the driver’s side fender.

The investigation continues at this time. The Sheriff’s Office has added extra patrols throughout the area. Anyone who may have seen anything suspicious this morning in this area, please contact the Sheriff’s Office at 540-658-4400.


Broad Run Man Arrested for Attempted Indecent Liberties with a Juvenile

In mid-November 2016 Detective C. Darryl Wells was running a covert investigation on an Internet social website. Detective Wells was portraying a 14-year-old female. Charles Neff initiated contact with Detective Wells’ persona. As the communication between Neff and Wells continued it became sexual in nature. A meeting was arranged between Neff and the 14-year-old-persona of Detective Wells. The meeting never occurred.

On December 8, 2016 Stafford County Sheriff’s Office personnel, along with Fauquier Sheriff’s Office personnel, executed a search warrant at Neff’s Broad Run, VA residence. Neff was at the residence and was taken into custody.

Charles Alfred Neff, age 57, of Snow Mountain Road in Broad Run, Virginia, was charged with two counts each of Attempted Indecent Liberties with a Juvenile and Use of an Electronic Communication Device to Solicit a Juvenile. Neff was incarcerated at the Rappahannock Regional Jail is held on no bond.

Friday Night Traffic Safety Checking Detail Yields Multiple Summonses and Arrests

On the evening of December 9, 2016 the Stafford County Sheriff’s Office conducted a Traffic Safety Checking Detail at the corner of Forbes Street and Manning Drive. The Traffic Safety and Checking Detail was conducted as part of the National Highway Traffic Safety Administration’s Drive Sober or Get Pulled Over Campaign to encourage sober driving practices, especially during the holiday season.

During the two hour time period four arrests for possession of illegal substances were made, one subject was arrested on a probation violation, 2 people were arrested for driving with a suspended license and three traffic summons for expired inspection stickers or vehicle equipment violations were issued.

Brief Pursuit Brings Public Intoxication Charges for Woodbridge Man

On December 11, 2016 at approximately 5:35 p.m. Sgt. J.L. Rakoczy responded to a suspicious person call at Coldwell Banker Real Estate located at 100 Parkway Blvd. Callers reported a man had entered the back door and when confronted by employees, departed on foot. Witnesses provided a description and a male fitting the description was observed by Sgt. Rakoczy near the Valero at 624 Garrisonville Road. When Sgt. Rakoczy approached the man he noticed a strong odor of alcoholic beverages coming from his person. The subject was having considerable difficulty responding to simple questions.

When Sgt. Rakoczy began to take control of the subject to place him under arrest for public intoxication, the man broke free and ran. The subject was pursued approximately a half mile on foot and taken into custody behind Domino’s Pizza at 556 Garrisonville Road.

Festus Momodu Musa, age 20 of Harding Court in Woodbridge, was charged with Resisting Arrest, Public Swearing and Intoxication in Public and Unlawful Purchase/Possession of Alcohol. He was incarcerated at the Rappahannock Regional Jail.

Two Target Shoplifters Arrested

On December 11, 2016 at approximately 9:50 p.m. deputies responded to a shoplifting incident at Target on South Gateway Drive. The store’s loss prevention personnel had advised a female had just left the store with a cart full of groceries and was near a black Ford SUV in the parking lot.

Responding deputies encountered a male and female subject near a black Ford Expedition. They had nearly $300 worth of unpaid groceries in a cart and the male subject had a box of toothpaste in his pant leg. When video surveillance was reviewed it was apparent that both subjects were in the store together.

The male and female were taken into custody and charged with Felony Shoplifting and Conspiracy to Commit Shoplifting. Shawn Teneika Hubbart, age 36, and John Staten age 51, both of Spruce Lane, were incarcerated at the Rappahannock Regional Jail. They are each being held on a $1500 secured bond.

Shoplifting Suspect Apprehended

On December 12, 2016 Deputy J.R. Scott was on patrol at Walmart in Washington Square and observed a male acting suspiciously in the automotive aisle. Deputy Scott watched a man return a package that had been previously opened to a shelf and walked away. An empty keychain package was discarded on the shelf. The deputy followed the subject out of the store. Deputy Scott made contact with the subject in the parking lot. The man admitted to taking a keychain from the store. Deputy Scott detained the subject and conducted a search. The search revealed the stolen keychain as well as drug paraphernalia. A search of the vehicle was conducted and additional paraphernalia was recovered. The suspect was apprehended and the keychain, valued at $12.95, was returned to Walmart.

Beware of Callers Demanding Ransom or Bail Money -- Don't Be a Victim of an Extortion Scam

On December 12, 2016 Sgt. M.E. Powell responded to a distressed individual who had just received a phone call demanding ransom money be paid or her grandchild would be killed. During the call, the victim could hear what sounded like a child crying in the background. The caller harshly advised that if money wasn’t paid immediately, horrible consequences would follow.

When the call concluded the victim immediately contacted the Sheriff’s Office and provided the phone number of the caller. She was advised by Sgt. Powell to call all of her children and grandchildren and check on their welfare. She quickly determined that all were safe and well. The phone number on caller ID was not found to be valid.

This is a common practice of people who are trying to extort money. Another similar scam includes demanding money to bail a grandchild or loved one out of jail. A person posing as a jailer will call and demand money be paid immediately threatening a severe outcome if payment is not forthcoming. If you receive this type of call, the Sheriff’s Office advises to hang up on the caller and check on the welfare of your loved one. A video on the Bail Out Scam is found below. Petit Larceny Leads to Drug Charges

On December 14, 2016 at approximately 2:55 a.m. Deputy L.E. Neal responded to a larceny that had just occurred at the Exxon Station at 280 Garrisonville Road. A lookout was given for a man driving a black Dodge truck who had just stolen a pack of cigarettes. The store clerk advised that a male had attempted to purchase a pack of Newport cigarettes but his card was declined. He put a dollar on the counter and left the store. Deputy Neal located the suspect and his vehicle in the parking lot of the Lake Arrowhead 7-11. The suspect admitted going to the Exxon. He stated that he had been arguing with his girlfriend and she had cut off his debit card. He couldn’t buy anything and he was sitting in the parking lot because he had run out of gas. During the interview, Deputy Neal detected the odor of burnt marijuana coming from the vehicle. A search was conducted and marijuana was found in the suspect’s jacket and vehicle. A new pack of Newport cigarettes was found inside the driver’s side door. Qasim Ibn Jumuah Stutely-Hawkins, age 35 of Manor View Place in Manassas, was charged with Possession of Marijuana and Petit Larceny.

Family Business Suffers $60,000 Loss From Embezzlement

On July 18, 2016 the owners of Kaz Automotive located on Garrisonville Road in North Stafford reported to the Sheriff’s Office that they believed an employee was embezzling from their business.

An investigation done by Detective E.L. McCullough revealed that Andy Costa, the former General Manager of the business had waived charges, provided deep discounts to friends and family members, pocketed cash payments, exchanged repair work for food and gifts and registered forfeited car titles in his own name since 2014. Detective McCullough interviewed customers, current and former employees and reviewed hundreds of documents during the investigation, which recently concluded. It is estimated that Costa had given away or taken well over $60,000 worth of cash, merchandise or services from the business.

Andy Joseph Costa, age 40 of Woodford, Virginia was indicted on 14 counts of Embezzlement by the Grand Jury in November. A February trial is scheduled in Stafford County Circuit Court.


Stolen Cell Phone Leads to Grand Larceny Charges

On November 16, 2016 Deputy E.R. Houde responded to the customer service desk at Walmart on Garrisonville Road. A man reported that he had left his iPhone at the customer service desk and when he returned a few moments later, it was gone. Deputy Houde reviewed the security video and observed a white male take the phone from the counter and put it in his pocket. The male then stayed at the customer service desk and cashed a check. Because of that act, he was able to be identified. Detective T.A. Covington investigated the incident and located the suspect, Jorman Martinez, at his place of employment on December 1, 2016. During a subsequent interview, Martinez admitted taking the iPhone and agreed to return it the following day. The phone was turned over to Det. Covington who then returned it to the victim. Jorman Martinez was charged with Grand Larceny.

Don't Fall Victim to an eBay Lookalike SCAM

On December 15, 2016 Deputy M.L. Johnson spoke to a subject who believed he had been victimized by a Craigslist fraud. The man explained he had located a 1994 Ford Bronco on Craigslist that was selling for $1,500. He expressed interest in purchasing the vehicle and received an email which appeared to be from an eBay address (buyer@ebaypurchaser.com.) The correspondence instructed him to buy $1,500 worth of Target Gift Cards and provide the card information. The sale was “confirmed” and the victim was then advised that due to the size of the purchase another $1,000 worth of insurance would be required. He then purchased an additional $1,000 gift card. He was assured that the insurance money would be refunded once the vehicle was safely delivered. All during the transaction, the victim believed that the vehicle was being purchased through EBay and would be covered by their buyer protection rules and regulations.

Once $2,500 worth of gift card information was sent, all communication ceased. When the victim tried to file a claim through EBay he was told that this was not an EBay transaction. Target advised the victim that gift cards are like cash and a refund would not be provided.

The investigation into the incident continues. The Sheriff’s Office advises to be particularly careful when purchasing any product online. Gift cards are not a form of currency that established businesses use for payment. Fraudulent email addresses, websites and URL’s are designed to look exactly like the brands that customers trust. Travel Alert Roads are Nearly Impassable

The Stafford Sheriff’s Office reports that the roads throughout the county continue to be nearly impassable due to icy conditions. The agency is currently responding to a multitude of traffic crashes. Due the volume of crashes, the response time by law enforcement may be delayed. Citizens are advised to stay off the roads until the temperature rises.

Interagency Cooperation Leads to Arrest on Credit Card Charges

On December 16, 2016 at approximately 2:12 p.m. Deputy M.R. Flick received a call from a caretaker of a woman who resides in a Stafford assisted living facility. The caretaker reported the woman who is in her care had an unauthorized use of her credit card within the last hour. She reported that the card had been used at the Red Roof Inn in Spotsylvania and to make other purchases online that totaled over $1200.00. Deputy Flick contacted the Red Roof Inn and determined that a male subject named Jacques Deas had used the card to secure several nights stay in the hotel. The desk clerk stated the male had just left with a female and had advised they would return later in the evening.

Deputy Flick contacted the Spotsylvania County Sheriff’s Office and provided information about the incident. A Spotsylvania Deputy was assigned to the hotel to await Deas’ return. Later that evening Spotsylvania advised the suspect was in custody and would be taken to the Rappahannock Regional Jail where they would obtain warrants for frauds committed in their county. Stafford Deputy E.C.Taylor obtained eleven warrants for various frauds committed by Deas in Stafford County. Jacques Arnell Deas, age 36 of Forest Village Apartments in Fredericksburg was held at the Rappahannock Regional Jail.

Unpaid Cab Fare Results in Drunk In Public Charge

On December 17, 2016 at approximately 2:03 a.m. Deputy K. J. Simpson responded to a disturbance at the intersection of Town and Country Drive and Sierra Drive. He encountered a taxi driver who reported delivering a female passenger from Live Casino in Arundel Mills, Maryland to Stafford. The passenger had not paid the $224.75 fare.

The driver reported asking the passenger upon pickup if she had the means to pay for the substantial fare. The passenger said she was going to pay by credit card. Upon arrival however, the passenger stated she had no money and quickly exited the vehicle and ran away. She fled behind a row of nearby townhouses.

As Deputy Simpson and the taxi driver walked along the path where the passenger had run, they observed a female standing outside a residence on Kensington Drive. The taxi driver identified the female as the passenger. When the female observed law enforcement approaching, she attempted to walk away quickly. She was non-compliant with commands but was subsequently taken into custody.

Bar Fight Leads to Arrest of Man Wanted on Multiple Felonies

On December 17, 2016 at approximately 2:00 a.m. Deputy V.L. Powell responded to a fight at Mick’s Sports Bar on Jefferson Davis Highway. Once there the deputy arrested a participant in the fight for Drunk in Public. Deputy Powell ran a warrant check on the subject and found he was wanted in both Caroline County and Spotsylvania County on numerous charges.

Sterling D. Fortune, age 33 of Milford, Virginia, was charged with Public Swearing and Intoxication, Sexual Battery, Inanimate Object Penetration, Breaking and Entering and Shoplifting. He is incarcerated at the Rappahannock Regional Jail and is being held without bond.

Domestic Related Incident Leads to Arrest on U.S. Route 1

On December 19, 2016 at approximately 11:03 a.m. Stafford County Deputies responded to a call in the Spring Valley neighborhood. The caller advised that a shot was fired into a dwelling and a middle-aged white male with gray hair fled the scene in a white work truck. The incident appeared to be domestic in nature. Multiple units responded and a vehicle matching the description was observed traveling northbound on U.S. Route 1. A felony traffic stop was conducted north of the intersection of U.S. Route 1 and Centreport Parkway. The male exited the vehicle and was taken into custody. A gun was recovered at the traffic stop.

Rodolfo Linares, III age 62 of Skyline Drive, was charged with Attempted Aggravated Malicious Wounding, Use of a Firearm in the Commission of a Felony, Breaking and Entering While Armed and Shooting into an Occupied Dwelling. He is incarcerated at the Rappahannock Regional Jail on no bond.

The investigation is ongoing.

Traffic Stop Leads to Drug Arrest for Richmond Woman

On December 16, 2016 at approximately 11:58 p.m. Deputy C.L. McCormick was traveling southbound along a divided portion of U.S. Route 1 when he observed a white vehicle coming towards him traveling northbound in his lane. Deputy McCormick initiated a traffic stop and approached the vehicle. When the driver opened his window a strong odor of marijuana was detected. The Deputy also observed a marijuana grinder and a plastic bag containing a green leafy substance in the cup holder between the two front seats.

Deputy McCormick then conducted a search of the vehicle and occupants. The search revealed pills, capsules containing white powder which was identified as Schedule II and IV Narcotics and a smoking device in the purse of the female passenger.

Lauren Corissa Smith, age 19 of Richmond Virginia, was charged with Possession of Controlled Substances, Possession of Marijuana and Obstructing Justice. The obstruction charge is a result of Ms. Smith attempting to eat the Marijuana prior to it being seized. She was incarcerated at the Rappahannock Regional Jail on a $2000 secured bond. The driver of the vehicle was issued a traffic ticket for failing to obey a highway sign.

Armed Robbery at McDonald's

On December 23, 2016 at approximately 6:37 A.M, Stafford County Sheriff's Deputies responded to a reported armed robbery at the Chatham McDonalds located at 419 Chatham Heights Road. Witnesses advised that two black males entered the restaurant wearing hoodies and masks, displayed a handgun and robbed the store of approximately $150.00 in cash. They then fled on foot. No one was injured during the incident. Stafford County Detectives are investigating the case.
