Drive Defensively - Tips to Avoid Hitting Deer

With daylight savings time ending last weekend, more drivers will be traveling in the dark, increasing the likelihood of colliding with a deer. The Virginia Department of Game and Inland Fisheries (DGIF) has produced this short video encouraging drivers to stay alert as they travel. https://youtu.be/PXdtN-pJilM.

Fall is the breeding season for deer, and consequently, deer are more active now than at any other time of the year. More than half of all deer/vehicle collisions occur in the months of October, November and December. The Virginia Department of Game and Inland Fisheries recommend the following tips to drivers to avoid hitting a deer:
• When driving, particularly at night (from dusk to dawn) slow down and be attentive. If you see one deer, likely there will be others. If one deer crosses the road as you approach, others may follow.

• Deer habitually travel the same areas; therefore deer crossing signs have been installed by the Virginia Department of Transportation. Use extra caution when you see these signs.

• Drivers should apply brakes, even stop if necessary, to avoid hitting a deer, but should never swerve out of the lane to miss a deer. A collision with another vehicle, tree or other object is likely to be more serious than hitting a deer.

• Rely on your caution and your own senses, not deer whistles you can buy for your car. These devices have not been shown to be effective.

• Any person involved in a collision with a deer or bear while driving a motor vehicle, thereby killing the animal, should immediately report the accident to a Conservation Police Officer or other law enforcement officer in the county or city where the accident occurred.

• Drivers who collide with a deer or bear, thereby killing the animal, may keep it for their own use provided that they report the accident to a law enforcement officer where the accident occurred and the officer views the animal and gives the person a possession certificate.



Suspect in Custody in Sexual Assault

The Stafford County Sheriff’s Office announces the arrest of the suspect involved in the sexual assault that occurred October 31, along State Route 3/Kings Highway.

After developing a lead, Stafford County Detectives located the suspect, Roberto Carlos Flores Sibrian, in North Carolina and, along with partner agencies, participated in his arrest.

Flores Sibrian was arrested on November 10 at a construction site in Sanford, North Carolina. He has been charged with Rape and Aggravated Sexual Battery and is being detained in the Lee County Jail on a $100,000 secured bond and an U.S. Immigration and Customs Enforcement Detainer. Flores Sibrian, age 26 has no fixed address, but was living in the Fredericksburg Region prior to the incident on October 31.

Approximately 100 leads were developed with the assistance of an aware and supportive public. All leads were investigated and the Sheriff’s Office gratefully acknowledges the vital role engaged citizens play in helping protect our community.

The Sheriff’s Office also commends the efforts of our partner agencies including Immigration and Customs Enforcement, the Lee County North Carolina Sheriff’s Office, the North Carolina State Highway Patrol, the Spotsylvania County Sheriff’s Office, the King George County Sheriff’s Office, the Fredericksburg Police Department, the Fredericksburg Sheriff’s Office, the Virginia State Police, the Federal Bureau of Investigation and the U.S. Marshals Service.

This is an active investigation and in order to protect the integrity of the case and the privacy of the victim no further information will be released at this time.


Accident Claims A Life on Garrisonville Road

A male pedestrian was struck by a vehicle at approximately 7 p.m. on November 10, 2016, in the area of 513 Garrisonville Road. The man was transported to a local hospital and later succumbed to the injuries he sustained. Bruce Ritchie Brenner was 61 years of age and had no fixed address. The driver involved in the incident was not charged.

Foot Pursuit Leads to Arrest

On November 15, 2016 at approximately 10:35 p.m. Deputy C.N. Mireles was traveling on Plantation Drive when he observed a vehicle with expired tags. He initiated a traffic stop on Elkton Drive. The vehicle slowed down but proceeded to Heron Drive and finally stopped on Shasta Place. As the deputy approached the driver’s door, the male driver began to exit the car. The driver was ordered to sit back down inside the vehicle but abruptly turned and ran from the deputy.

Deputy Mireles pursued the suspect on foot. The chase continued up Shasta Place to Cynthia’s Place. The suspect weaved between parked vehicles as he ran toward Lyons Blvd. Deputy Mireles observed that several times the man would reach for something in the pocket of his jacket. The runner then tripped and fell forward on the roadway. He was placed into handcuffs and searched. The man, later identified as Adarius Trevon Carter, had a Glock 26 in his jacket pocket with ten rounds in the magazine. Deputy Mireles also recovered nearly $1000 in cash from Carter, a 31 round extended magazine for a Glock I, and drug paraphernalia from Carter’s backpack.

Adarius Trevon Carter, age 21 of Clay Street in Spotsylvania, was charged with Possession of Controlled Substances, Possession of a Firearm While in Possession of Drugs, Carrying a Concealed Weapon, Sale and Distribution of Marijuana, Obstruction of Justice, Eluding Police, Driving with a Suspended/Revoked License and Expired Registration/Tags.

Sheriff's Office Investigating Deaths

The Stafford County Sheriff’s Office is conducting an investigation into the deaths of four individuals in the Windsor Forest Subdivision in the northwestern portion of the county.

Further details about the investigation will not be released pending notification of next of kin.

There is no danger to the public relative to this incident.


Death Investigation Continues This Afternoon

The Stafford County Sheriff’s Office is conducting an investigation into the deaths of four individuals in the Windsor Forest Subdivision in the northwestern portion of the county.

The preliminary investigation has determined the incident was a domestic related murder-suicide. The ages of the deceased are a 35-year-old male, a 30-year-old-female, a five-year-old female and an 18-month-old-female.

Additional information will not be released today.

The Stafford County Sheriff’s Office is releasing the identities of the deceased in
the apparent murder-suicide that occurred in the Windsor Forest Subdivision of Stafford County on
November 17, 2016.

Abigail Buckley Age 18 months
Lance Calvin Buckley Age 35

On November 17, 2016 at approximately 8:41 AM, the Stafford County Sheriff’s Office Communications Center received a 911 call from a male subject who stated he wanted to report three murders and a suicide at an address on Wilderness Court. He then identified himself as Lance Buckley and hung up the phone.

Patrol units were dispatched immediately as dispatchers repeatedly called the residence. When deputies arrived, they entered and located four bodies in the lower level of the home. Stafford County Detectives are continuing the investigation.


Man Arrested After Arranging Online Date

On November 18, 2016 at approximately 9:18 p.m. patrol units responded to a Robbery in Progress call in Thomas Jefferson Place. When deputies arrived the victim advised that she was from out of town and had arranged an online date with the man who subsequently robbed her. She had met the man at a townhome and they proceeded downstairs. The victim stated that the man then pulled out a gun and demanded sexual favors. She fled the scene leaving her purse, car keys and phone inside. She ran to a neighbor’s house to call for help.

While deputies were on the scene, a witness advised that a male subject, matching the description provided, was seen leaving the area in a teal Nissan with temporary tags. Later a patrol unit observed the vehicle near the intersection of Forbes Street and Layhill Road and attempted a traffic stop. The suspect pulled over and ran from his vehicle but was not immediately apprehended. The victim’s phone, purse and keys were recovered from the abandoned Nissan.

The following day deputies returned to the James Madison Circle townhome with warrants for the arrest of Ernst-Benoit Messi. The woman who answered the door gave permission to search the residence. Messi was found in the basement of the residence hiding behind the washer/dryer with boxes stacked on top of him.

Ernst-Benoit Messi, age 25, of Edgemore Court in Woodbridge, was taken into custody and charged with Abduction and Kidnapping, Use/Display of a Firearm in the Commission of a Felony, Robbery, Assault & Battery, Weapon Possession by Felon, Resisting Arrest and Driving with a Suspended/Revoked License. Messi is incarcerated at the Rappahannock Regional Jail on no bond.

Death Investigation on Brooke Road

The Stafford County Sheriff’s Office is conducting an investigation into the death of a male subject in the 1400 block of Brooke Road.

Preliminary investigation indicates that this is an isolated incident and that there is no danger to the public at this time.

On November 25, 2016 at approximately 8:52 a.m. patrol units responded to the 1400 block of Brooke Road. When deputies arrived on the scene they observed a male subject lying in the front yard of a residence.

Hugh Wesley Musselman, II, age 32 of Kings Highway in King George, was declared dead on arrival.

The cause of death has not been determined. An autopsy will be performed by the Richmond Medical Examiner. The investigation continues.


Man Arrested for D.U.I. After Multiple Hit and Run Incidents

On November 27, 2016 at approximately 9:20 p.m. patrol units responded to a Hit and Run near the intersection of Cool Spring and Pine Roads. When deputies arrived a Mazda CX-9 was observed in the northbound lane, motionless, facing southbound. The driver of the Mazda stated her car had been run off the road by a black vehicle that departed the scene. The driver provided deputies a tag number. Additional witnesses at the scene attested to the erratic driving behavior of the white male in the black car.

Soon after responding to the call on Cool Spring Road, units were dispatched to the intersection of Ferry Road and Town and Country Drive for another Hit and Run incident. The driver of a green Chevy Tahoe reported she had stopped behind a black Saturn that was swerving all over the road. The driver of the Saturn stopped in the roadway and tossed what appeared to be his front bumper into the woods. Once he was back inside his vehicle, the driver placed his car in reverse and accelerated quickly slamming into the front of the Tahoe. He then drove away. The rear bumper of the Saturn remained attached to the Chevy Tahoe.

Deputies were on the lookout for the black Saturn as other reports of damage to property and an unoccupied vehicle were received.

At approximately 10:00 p.m. patrol units were dispatched to a single-car automobile accident on Kings Highway near the intersection of Caisson Road. A black Saturn was lying on its side off the right shoulder of the eastbound roadway. The driver was apprehended and transported to a local hospital. During transport he pulled free from restraints and assaulted rescue personnel.

Christopher Trent Baldwin, age 31, of Lorenzo Drive in Stafford, was charged with Driving Under the Influence, Possession of Controlled Substances, Hit and Run with Personal Injury, Assault and Battery, Escape with Force by Prisoner, Traffic Lane Violation, Following Too Close and an Expired Rejection Sticker.

Baldwin was incarcerated at the Rappahannock Regional Jail with no bond.

Brief Pursuit Brings D.U.I. Charges

On November 24, 2016 at approximately 2:20 a.m. Deputy V. M. Galyen observed a vehicle having difficulty maneuvering the turn from Truslow Road to Berea Church Road. The deputy got behind the vehicle at the intersection of Fleet Road and followed it onto Warrenton Road. He observed the driver fail to stop the car at the red light turning into Stafford Lakes Parkway. The deputy attempted a traffic stop and activated his emergency equipment but the vehicle accelerated on Stafford Lakes Parkway reaching speeds as high as 76 MPH before turning onto University Blvd and stopping near Reservoir Road.

The driver was identified as Hamid Jalloh. Deputy Galyen observed a strong odor of alcohol coming from Hamid. A field sobriety test was conducted and a bag of marijuana was located in the vehicle.

Jalloh was charged with Driving Under the Influence, Eluding Police and Possession of Marijuana. He was incarcerated at the Rappahannock Regional Jail.

Traffic Stop Leads to Arrest

On November 25, 2016 at approximately 4:20 a.m. Deputy G.P. Gabrielli was on patrol along Warrenton Road. He observed a black Scion appearing to have an altered 2016 registration sticker. Deputy Gabrielli initiated a traffic stop and identified the driver as Eric McPherson. McPherson admitted his driver’s license was suspended and he had not registered the vehicle. He stated that he had received the 2016 registration sticker from a friend. He further advised that he possessed marijuana on his person.

McPherson was also determined to be wanted by the Virginia State Police on a weapons charge.

Keith Eric McPherson, age 36 of Ellery Court in Spotsylvania, was charged with Possession of Marijuana, Driving with a Suspended/Revoked License, Vehicle Registration Violations, Expired Registration, Expired Plates and No Insurance. He was transported to the Rappahannock Regional Jail and held on a $1,000 secured bond.


Robbery Thwarted on Warrenton Road

On November 26, 2016 at approximately 2:20 a.m. patrol units responded to a Robbery call at Mr. B’s Exxon located at 375 Warrenton Road. When Deputy S.A. Fulford and Sgt. C.M. Neuhard arrived they were advised by the store clerk that a masked man wearing black pants, shirts and shoes had attempted to enter the locked store. The clerk, who was inside the store, motioned to the man to remove his mask prior to opening the door. The man did not remove his mask and the clerk dialed 9-1-1. The male subject moved to the side of the building and the clerk indicated he observed him peek around the corner looking toward the front of the store a couple of times. When deputies arrived a witness stated he had observed a man matching the description provided leave the premises on foot fleeing toward Thomas Lane.

A perimeter and K-9 track was established. Deputy B.U. Demirci and his K-9 Partner “Steele” tracked the suspect to an enclosed fence in the backyard of a residence on Bellows Avenue. Sgt. J.L. Rakoczy apprehended the subject found lying in the grass behind the fence. While searching the area near the suspect a Ruger 9mm handgun was discovered hidden under a blanket of a nearby baby stroller. The gun’s serial number was defaced and it returned stolen out of Spotsylvania.

Isaiah Vesaun Mason, age 21 of Anvil Road in Stafford, was arrested and charged with Attempted Robbery, Use of a Firearm in the Commission of a Felony, Alter or Defacing Serial Numbers on a Firearm and Wearing a Mask in a Public Place. He is incarcerated in the Rappahannock Regional Jail and is being held on no bond.

K-9 Partner Steele graduated from K-9 School on November 18, 2016. He was obtained via a grant from the Roethlisberger Foundation. Ben Roethlisberger is the quarterback for the Pittsburgh Steelers. The Ben Roethlisberger Foundation seeks to support police and fire departments throughout the U.S. with a particular emphasis on support for K-9 units and service dogs.


During the Holiday Hustle -- Watch Your Wallet

Yesterday the Sheriff’s Office received two reports from women who had wallets stolen while dining out at a restaurant. Pickpockets are reportedly reaching into open purses, stealing wallets and immediately attempting credit card purchases at nearby retail stores.

Personal awareness might suffer as multiple shopping bags, purses and cellphones need managing. Here are some basic tips to keep valuables safe while dining out:

1- Keep your purse close to your body and tightly closed when not in use.
2- When seated in a restaurant, place your purse at your side, never on the back of a chair or under your seat.
3- If you sit in a booth – place your purse on the seat where it isn’t exposed to people walking by.
4- Don’t put your purse down and walk away, not even for a few seconds.


The public is further reminded to place shopping bags and other valuables out of sight and always lock vehicles.



Arrest Made in Green Tree Road Shooting

On November 30, 2016 at approximately 8:22 p.m. patrol units responded to a Shots Fired call on Green Tree Road in the Madison Falls Run Apartment Complex. Upon arrival deputies located a white male lying face down in the breezeway and a handgun lying on the sidewalk in front of 1100 Green Tree Road. A deputy checked the subject for signs of life but found he was deceased. Stafford Medical Personnel confirmed his finding soon thereafter.

Witnesses advised deputies that multiple shots had been fired and provided a description of a suspect who had fled on foot. A perimeter was established and multiple patrol units, K-9 units and the Virginia State Police began to search for the suspect.

Ryan Daron Fair was apprehended at approximately 9:15 p.m. and is charged with 2nd Degree Murder and the Use of a Firearm in the Commission of a Felony. Fair, age 23, of Alex Court in Stafford, is being held on no bond.

The victim was later identified as thirty-seven year old Joseph Ray Davis of Green Tree Road in Stafford VA.

The investigation continues.


Brandishing Charge on Salisbury Drive

On December 2, 2016 at approximately 2:20 a.m. Deputy C.L. Smith responded to a Brandishing call in the parking lot of the Comfort Inn on Salisbury Drive. Due to his location at the time the call was dispatched, Deputy Smith was able to reach the scene in less than a minute. Upon arrival Deputy Smith detained a male subject standing in the parking lot that matched the description provided by the 9-1-1 caller.

The detained male, later identified as Nicholas Carter, was carrying a loaded Springfield XP45-ACP with a loaded magazine and a round in the chamber. Another loaded magazine was found in his pocket. Deputy Smith detected the strong odor of alcoholic beverage coming from his person.

Witnesses reported that Carter had been arguing with people inside the nearby Buffalo Mo’s Tap and Grill. The argument continued in the parking lot. Carter then pointed a gun at one of the females in the group.

Nicholas Mark Carter, age 32 of Lithia Springs, Georgia, was charged with Brandishing a Firearm and Carrying a Concealed Weapon While Intoxicated. He was incarcerated at the Rappahannock Regional Jail on a $2,000 secured bond.


Altercation on Greyhound Bus Leads to Arrest

On December 4, 2016 at approximately 5:00 p.m. Deputy L.A. Burgess responded to a Fight in Progress call on Interstate 95. Upon arrival he observed a southbound Greyhound Bus pulled to the side of exit 143-B. The bus driver advised she had heard a loud noise and then observed two males in a physical altercation. She pulled off the interstate and attempted to separate the parties. One of the men attempted to leave the bus, but the driver refused to allow him to exit.

Deputy Burgess interviewed the subjects involved. A male, who identified himself as Elford Brown stated that he had hit a fellow passenger because the passenger had looked at him. The victim did not know why Mr. Brown attacked him.

Elford Ricardo Brown, age 28, with no fixed address was arrested for Assault and Battery. Mr. Brown was incarcerated at the Rappahannock Regional Jail.

Man Arrested for Taking Wallet at Convenience Store

On December 2, 2016 at approximately 2:10 p.m. Deputy B.U. Demirci responded to a report of a Larceny at Kwik Mart on Onville Road. Upon arrival Deputy Demirci interviewed a man who had placed his wallet on the counter while he was cashing a check. He stepped away for a few moments and when he returned his wallet was gone.

Surveillance video was produced and a male subject was seen taking the wallet off the counter and concealing it in his clothing. The suspect was recognized as a regular customer. Deputy Demirci obtained a potential address for the suspect and patrol units responded to Powhatan Court in Stafford. A man, matching the description of the suspect in the video, including clothing, was taken into custody. The wallet was recovered with all of its contents and returned to the victim.

James Edward Kelly, age 40, of Powhatan Court in Stafford was charged with Grand Larceny and Credit Card Theft. He was incarcerated at the Rappahannock Regional Jail.

Unauthorized Use of Vehicle Leads to Arrest

On December 2, 2016 at approximately 11:57 p.m. Deputy Cody McCormick answered a Larceny of a Vehicle call on Coal Landing Road. The victim told the deputy that her red 2000 Plymouth Neon was missing. She also stated that her daughter’s boyfriend may have taken the car without permission. She identified the boyfriend as Jonathan Motl and provided a description of the suspect, her vehicle and tag number to Deputy McCormick. The car was entered into NCIC/VCIN as stolen. The descriptions of the vehicle and the male were provided to other units on patrol. It was further discovered that Motl had an outstanding arrest warrant for Failure to Appear in Stafford.

The next morning at approximately 9:30 a.m. the victim contacted the Sheriff’s Office and advised that the car had been returned to her by Motl who had then departed her residence on foot. Soon after, Animal Control Officer A.J. McCall observed a man matching Motl’s description in the parking lot of the Stafford Post Office. Deputy J.W. Kyle also responded and the male subject, who initially identified himself as “Justin,” was detained.

Jonathan Robert Motl, age 30, with no fixed address, was charged with Providing False Identity to Law Enforcement, Identity Theft to Avoid Arrest, Failure to Appear, Driving After Forfeiture of License and Unauthorized Use of a Vehicle. He is incarcerated at the Rappahannock Regional Jail and is being held on no bond.
