On April 16, 2017, at approximately 12:59 AM Deputy D.G. French responded to a domestic incident on Barclay Lane. Upon arrival, Deputy French met the complainant who advised that earlier in the day a family member had been discovered stealing money. Additional information had come to light about other stolen property and law enforcement was needed at the residence.

The male subject accused of the theft admitted to his family, and later to law enforcement; he has spent approximately five weeks “car-hopping” to obtain items of value from vehicles. He stated he wore black clothing, gloves, and a mask while committing larcenies in various Widewater neighborhoods. Car-hopping refers to the technique used by thieves who roam at night opening unlocked vehicles searching for anything of value to steal. During a search of the property, multiple knives, pistols, two shotguns, ammunition and burglary tools were recovered.

Bradley Wayne Wells, age 24 of Barclay Lane in Stafford, VA., was charged with five counts of Grand Larceny, four counts of Possession of Burglary Tools, four counts of Tampering with Vehicles, Larceny with Intent to Sell/Distribute, and Possession of Marijuana. He was incarcerated at the Rappahannock Regional Jail and is held on no bond.

Multiple, unconnected incidents of larcenies from vehicles have occurred in the last several months. The public is reminded that thieves will seize the opportunity to enter unlocked vehicles. Always lock your doors and do not leave weapons and other valuables inside a vehicle.

On April 15, 2017, at approximately 9:10 PM, Deputy B.A. Boyle was driving westbound on White Oak Road following a white Nissan GT-R displaying a license plate that returned to a 2013 silver Ford SUV. While behind the Nissan, the deputy observed a male driver resting his elbow on the open window frame. The driver was wearing a large white watch on his left wrist. Deputy Boyle initiated a traffic stop in the 600 block of White Oak Road. Immediately the vehicle accelerated at a very high rate of speed and continued westbound.

Deputy Boyle pursued the driver and the Nissan crossed double yellow lines, passed three vehicles and forced oncoming traffic off the road in an effort to evade law enforcement. Deputy Boyle lost visual contact as the vehicle turned right onto Deacon Road. Patrol units were given lookout information; however, the Nissan was not immediately located. Deputy Boyle then parked in a driveway on Brooke Road and extinguished all lights in his patrol car and waited. At approximately 9:40 PM the Nissan GT-R passed the driveway traveling northbound on Brooke Road. Deputy Boyle activated his emergency equipment, and another pursuit began. Continuous visual contact was limited due to Nissan’s excessive speed and the many curves on Brooke Road. The Nissan was soon located parked off the roadway on Rustic Ridge Road. The vehicle was found to be empty and the search for the driver began. The search through thick brush and entanglements was unsuccessful. The Nissan VIN revealed its registered owner who was subsequently contacted. Law enforcement was advised the Nissan had been recently sold to Gregory Jolly of Spotsylvania; also the registered owner of the 2013 silver Ford SUV.

A service request was sent to Spotsylvania Sheriff’s Office to locate Mr. Jolly. Spotsylvania Sheriff’s Deputies responded to the residence on Cedar Post Lane where Mr. Jolly was located and detained. When Deputy Boyle arrived at the home, Mr. Jolly explained he had earlier been at Rick’s on the River in Fairview Beach when his vehicle was carjacked at gunpoint by a masked man. This unknown assailant was driving during both pursuits. When the car stopped on Rustic Ridge Road, the gunman instructed him to run. After he ran, he then hitchhiked back to his Spotsylvania residence. Deputy Boyle noted through the entire carjacking ordeal Mr. Jolly never once attempted to contact law enforcement or to remove his large white watch.

As the investigation continued, it was also discovered that Mr. Jolly had a juvenile male passenger in the vehicle during both pursuits. Gregory Cameron Jolly, age 45 of Cedar Post Lane in Spotsylvania, VA., was charged with two counts of Felony Eluding, two counts of Reckless Driving, Altering License Plates, Failure to Obey Traffic Lights, Failure to Obtain Vehicle Registration and Improper Display of License Plates. Additional charges may be forthcoming as the investigation continues.

The Sheriff’s Office would like to gratefully acknowledge the important support of the Spotsylvania County Sheriff’s Office for their assistance with this incident.

On April 21, 2017, at approximately 2:46 AM, a resident of Somerset Landing called 9-1-1 to report subjects tampering with cars on Pinehurst Lane. The caller advised that a van, without its headlights illuminated, was traveling slowly down the street while two subjects with flashlights were running back and forth from the van to parked cars. A car alarm was then activated, and the subjects quickly dispersed. Multiple patrol units responded immediately to the area.

Deputy M.R. Flick responded and traveled slowly through the neighborhood in search of the van. He soon observed a light-colored minivan, with headlights off, traveling east on Masters Drive. He activated his emergency equipment as the minivan quickly spun around and began driving at a high rate of speed toward him. The van narrowly missed Deputy Flick’s patrol vehicle. Deputy Flick pursued the minivan, as it increased speed and turned left onto Persevere Drive. The van then careened into a parked SUV, pushing the SUV a distance of approximately 20 feet. The minivan flipped to its side and slid head on into an oncoming patrol vehicle.

The single male occupant of the Toyota minivan was uninjured. He was taken into custody and identified as a juvenile.

The Toyota minivan returned as stolen from the same neighborhood in Prince William County where the juvenile lived. The 15-year-old male was charged with Eluding Police, Attempted Malicious Wounding of Law Enforcement, Grand Larceny/Motor Vehicle, Destruction of Property, Trespassing and No Driver’s License. The subject was detained at the Juvenile Detention Center, as the investigation continues.

On April 22, 2017, at approximately 11:17 PM, Deputy C. N. Mireles was traveling southbound on Warrenton Road behind a light-colored sedan. As both vehicles approached the intersection at Sanford Drive, Deputy Mireles observed the sedan travel through a red traffic light. Deputy Mireles activated his emergency equipment to initiate a traffic stop. The driver of the sedan continued onto the southbound ramp of Interstate 95, eluding the deputy. Deputy A.S. Smith joined Deputy Mireles as they kept pace with the vehicle. The sedan cut off several lanes of traffic as it maneuvered to exit 130 from the center lane, and exited onto Carl D. Silver Parkway. Once in Central Park, the driver slowed the vehicle to make a U-Turn. At that time the suspect’s face was clearly illuminated by Deputy Mireles’ spotlight.

The vehicle traveled back toward Route 3 and resumed southbound travel on the interstate. The driver continued to ignore law enforcement for several miles. He turned onto the grassy median at mile marker 116.5 that divides north and southbound traffic and deputies lost visual contact. The sedan’s tag returned to a residence on Fletcher Drive, the driver was identified and warrants were obtained. On April 24, 2017, at approximately 12:22 A.M., Deputy Mireles responded to the residence, identified the subject and made an arrest.

The caller provided a description of three black males with backpacks, dressed in all dark clothing. Patrol units responded quickly to the area. Deputy J.A. Mangan entered the neighborhood on foot and observed three males matching the description provided. When the subjects noticed the arrival of law enforcement, they ran toward the wood line. All subjects were commanded to stop; Deputy Mangan brought one of the subjects to the ground and took him into custody. Multiple patrol units continued to search for the other two subjects.

During the search, Deputy E. C. Taylor observed one of the subjects and began chasing him. He ran out of his shoes in the middle of the street. A few moments later a subject was observed jumping a fence from one yard to another. Deputy R.T. Philippsen pursued that subject and detained him. The search continued for the remaining shoeless subject. K-9 “Steele” began to track and the area was canvassed by patrol units for the next several hours. At approximately 11:54 A.M. Deputy B.J. Reed encountered a juvenile male riding a bicycle in the area and conducted a consensual encounter. The male subject identified himself and told Deputy Reed that he was visiting from out of town and had attended a party in Stafford the previous evening. Deputy Reed observed the subject was wearing sandals but his socks were completely wet and covered in grass. The subject was detained and interviewed. A search of his person recovered a key fob that returned to a stolen vehicle out of Prince William County.

As each subject was apprehended, they were identified and searched. Among the other items recovered were multiple credit cards, cash, a stolen laptop, and a total of eight cell phones. All three subjects were from Dumfries. On May 1, 2017, at approximately 9:00 PM, Deputy B.M. Kanterman responded to a disturbance at the Wawa at 105 Garrisonville Road. Upon arrival, he was advised by a store employee that a male subject had entered the store looking like a “zombie” and was now in the restroom, lying down. When Deputy Kanterman entered the restroom, he observed a male, later identified as Nicholas Caputa, asleep in a crouched position between the urinal and the bathroom stall. Mr. Caputa had to be shaken vigorously to be awakened.

Once awake, Mr. Caputa was unsteady on his feet, had slurred speech and severely restricted pupils. He refused medical assistance and was escorted to Deputy Kanterman’s patrol vehicle. He presented a valid Pennsylvania Operator’s License and consented to a search of his person. A syringe and five baggies of suspected heroin were recovered. The subject stated that he was from Pennsylvania and had taken the bus to Stafford Marketplace and walked across the street to Wawa.

Sergeant D.R. Colona then responded to Stafford Marketplace where he observed a black BMW with Pennsylvania plates parked in the lot. The license plates returned to Nicholas Caputa. When confronted with this information Mr. Caputa admitted that the vehicle was his. He also stated that he was traveling with three friends, but they had left the Wawa when patrol units arrived. Mr. Caputa was anxious about the disposition of his car and provided a phone number of one of the friends. He suggested that one of them would take possession of the BMW, to avoid it being towed. Deputy Kanterman escorted Mr. Caputa back to the vehicle. The three subjects returned to the BMW, as well.

Deputy A.S. Smith and his K-9 Partner “Lobo” were soon at the scene to conduct an open-air sniff of the vehicle. “Lobo” alerted for narcotics on the BMW and a search of the vehicle was subsequently conducted. Upon searching the vehicle 140 baggies of suspected heroin, weighing approximately 10 grams, were recovered. Narcotics Detectives responded to conduct interviews of all four subjects.

Nicholas Richard Caputa, age 24 of Bristol, PA., was charged with Possession with Intent to Distribute and Conspiracy to Sell Controlled Substances. Anthony Ronald Chambers of Springfield, TN., Megan Rene Lichlytrer of Jefferson City, TN., and Sally Elizabeth Nelson of Brentwood, TN were charged with Conspiracy to Sell Controlled Substances. On April 30, 2017, Deputy J.T. Forman responded to the Stafford Hospital Center for a Hit and Run that had previously occurred. Upon arrival Deputy Forman was flagged down by a female subject standing next to her damaged Hyundai SUV. Information was exchanged, and Deputy Forman then entered the Hospital to inquire about security footage pertaining to the incident. After reviewing footage, Deputy Forman determined that a Purple Dodge Durango clearly struck the Hyundai and appeared to make contact with another vehicle in the parking lot. Profiles in Service - Master Deputy Charles Havasy

When VMI graduates identify themselves, they simply use their name and the year they graduated from “The Institute.” Deputy Charles Havasy ’73 and two other VMI Alumni, Judge Robert E. Reibach, ‘77 and Judge John Franklin ’90, were recently featured in the VMI Alumni Review. The magazine reflected upon their work in the VMI service tradition and described their collaborative efforts this way, “The work and subject matter is often difficult, but teamwork and comradery guide the alumni in their daily interactions as they fairly serve Stafford County.”

Deputy Havasy comes from a big Stafford family where public service was a common bond. His four older brothers went into the Navy. Deputy Havasy, the fifth boy, served in the Army after graduating from Stafford High School in 1969 and then “The Institute” in 1973.

After military service, Deputy Havasy earned his M.B.A. at Virginia Tech, worked in the Blacksburg area for a few years, then returned to Stafford in 1983. He worked in the insurance and investment industry for 22 years, but he truly missed the personal satisfaction of serving the public.

Several family members were in law enforcement and when their guidance was offered one remarked, “Law Enforcement likes a little gray hair.” So the man with “not much hair” decided to investigate a change of career. He applied to the Sheriff’s Office and at the age of 57 aced the physical testing necessary to join the agency and attended the Rappahannock Regional Justice Academy where he received the Charles E. Murray, Jr. Award for top achievement. Deputy Havasy now serves in the Courts Division. He loves the comradery and confidently says “Everyone in this unit is a first class officer and we support each other 100%!”

“I love serving the public. Between 800 – 1300 people come through the front door of the Courthouse every day. Many of them are here for the first time and do not know how to navigate the system. They are often here to support someone or have questions about the process. We treat them with the respect and dignity they deserve,” says Deputy Havasy.

At the age of 67, Deputy Havasy is the oldest sworn member of our agency. “I am proud to put on my uniform every day, as I have done for the last 9 years. My position in Court Services has allowed me to enjoy my weekends with my wonderful wife, children and now grandchildren. I’m very proud to serve my County and its citizens, work with outstanding people, and still enjoy my family life. In the end, no one is going to ask you how many days you were at work.”
