Stafford County Sheriff’s Office once again gets who they are looking for. Two wanted individuals are in Rappahannock Regional Jail after a DUI arrest sparked an investigation.
On December 4th, at approximately 7:20 p.m. Deputy B.E. Vaughn was traveling in the 100 Block of Garrisonville Road when he observed a vehicle make a U-turn at a red light. Deputy Vaughn initiated a traffic stop. The driver, Quaneisha Burris Williams, 24, of North Carolina, showed signs of being under the influence, so Deputy Vaughn asked her to step out of the vehicle. When she did, the passenger slid into the driver’s seat and sped towards Wicomico Drive.
Other deputies responded to try and locate the now “stolen” vehicle as Deputy Vaughn stayed on scene with Williams. Williams was charged with the illegal U-turn and driving under the influence and held at the Rappahannock Regional Jail. The “stolen” car and passenger turned driver were not located.
Deputy Vaughn continued the investigation to identify the male passenger. He received a call from a Pennsylvania State Trooper who had the answer. The trooper suspected the man was David Cain, 30, of New York, who was currently wanted out of New York. Cain had eluded Pennsylvania State Police back in October in the same vehicle.
On December 7th, Deputy Vaughn responded to the jail to attempt an interview with Williams. He learned Williams had been given a bond and had just bonded out of jail. The investigation revealed Cain had posted the bond, but used fictitious identification during the transaction with the magistrate. Deputy Vaughn determined Cain had just left the jail in a cab. Deputy Vaughn and Deputy A.J. Deasy conducted a traffic stop on the cab on Confederate Way and Cain fled from the cab on foot. Deputy Vaughn and Deputy Deasy were able to catch up to Cain and place him under arrest.
Deputy S. Waheed also responded to the area and located the “stolen” vehicle parked in the 2600 block of Richmond Highway. Williams was inside the car and was detained. It was later discovered she had a false ID. Her freedom was short-lived as she was charged with obstruction of justice, falsely reporting her vehicle stolen, and identity theft and held without bond.
Cain was charged with grand larceny, three counts of obstruction of justice, two counts of eluding, reckless driving in a parking lot, forgery, uttering, perjury, and two counts of identity theft. He was also held without bond.
